Add daos health check command

Description

Per the design document, the goal of this ticket is to add basic system health checks that can be run without administrative access. These checks include pool and container health, as well as other diagnostic information that can aid in troubleshooting problems from the client perspective.

Landed to master. It would be great to get this in for 2.6.1. We will be using it on our google/2.6 branch.
